Operator preview for scheduler-ready job records and manual dry-run fixture execution. Sprint 14 does not add a live scheduler loop.
Scheduler disabled by default. Manual dry-run jobs use local fixtures only. Background workers, scheduler loops, live scheduled external calls, AI drafting, publishing, scraping, and auto-commit are disabled.
